Insperity (a PEO and HR outsourcing platform) has payroll, compliance, benefits, and HR technology, all running within a co-employment model. What users like most are enterprise-level benefits access and a dedicated HR specialist team. But they also note that the web platform's UI isn't always easy to navigate. Insperity recently announced it had added AI-enabled knowledge to its specialist support.
Our Verdict
Insperity aligns with businesses - particularly SMBs – that currently can’t build an internal HR department and prefer a co-employment model to conduct their HR and payroll affairs. Its full-service model can be somewhat costly but works well for the businesses that are ready to hand off HR to one partner only. We'd recommend it to growing businesses (between 5 and 150 employees), especially the ones replacing a fragmented HR stack and looking for benefits plus real compliance support.

What Is Insperity?
Insperity - a Professional Employer Organization (PEO) and HR outsourcing platform – is built for businesses with 5 to 5,000 employees. Payroll, compliance, benefits, hiring, performance, and learning and development run through one platform, but only because of the co-employment setup underneath.
In a way, Insperity becomes a co-employer – it takes on numerous employer duties, all while the client keeps day-to-day control. The vendor has three products: HRCore™ for straight administration, HR360® for full co-employment, HRScale™ in between (based on how much outsourcing a business actually wants).
What Is Insperity Best For?
Insperity's biggest distinction is benefits access most small businesses can't get on their own. Because Insperity serves as both the plan's sponsor and administrator through co-employment, a business with even five employees can provide health, dental, and vision coverage that is normally only available to much bigger employers. For a growing business trying to compete with bigger companies for talent, that's often the deciding factor.
How Much Does Insperity Cost?
Investment in Insperity typically costs around $150 to $210/employee/month. But it’s important to note that cost can change based on employee count, payroll requirements, and organizational size. Beyond the base price, additional cost may also incur:
- Setup And Onboarding – Standard onboarding is included, but complex setups should budget around $500–$5,000
- Enterprise PEO Onboarding – Multi-site rollouts that come with benefits can cost around range of $5,000–$20,000+
- Data Migration – Budget $500–$3,000 to import historical payroll and employee data
- Custom Integrations – Setup (including API access) is $0-$2,500/integration

Insperity Use Cases
Here are a few scenarios where the platform fits well based on its capabilities:
Small Businesses That Compete With Larger Employers On Benefits
Small companies – with less than 50 employees – usually don’t offer the same kind of health and other benefits that bigger companies do. This puts them over a slight disadvantage when it comes to hiring skilled workers. This is where Insperity’s co-employment model can help. It takes on benefits, sponsorships, as well as administrations, so small businesses can also offer the same level of benefits as provided by the bigger organizations.
Growing Business That Struggle With Numerous HR Tools
Somewhere between 10 and 50 employees, most businesses are running payroll through one vendor, and benefits through a broker. Meanwhile, compliance is ensured through an outside advisor, and everything else through a single HR generalist trying to hold it together. That's multiple invoices and no shared source of truth for workforce data. Insperity replaces that. It comes with a single co-employment agreement that includes one service team handling payroll, compliance, benefits, and HR administration on one platform.
Business Managers That Have To Manage Compliance In Various States
Expanding into new states brings employment laws, alongside leave requirements, and payroll tax rules that most internal teams haven't dealt with before — and many of the multi-location businesses may encounter compliance complexity increase as a result. Insperity's compliance support tracks federal and state law changes, helps build compliant policies, administers unemployment claims, and runs workplace behavior training, taking that monitoring burden off internal staff.
Larger Businesses That Need Enterprise HR System Alongside Their Dedicated HR
The tradeoff – for businesses at 150 to 5,000 employees - usually looks like this: enterprise software vendors sell the analytics, workforce planning, and configurable workflows. But sometimes they skip the service; and while the PEOs sell the service, their technology doesn't scale to that level. HRScale is built to close that gap. Insperity's service model runs on the Workday HCM platform, so the technology and the support come from the same partner.
Is Insperity Right For You?
Does your business split numerous operations - like payroll, benefits, or compliance – and HR among numerous tools? Perhaps the HR infrastructure isn’t developed enough to compete for talent or manage the workforce complexity. If that’s the case, you should look into Insperity as an option. Insperity is quite renowned in the industry. It holds Best HR Outsourcing Service for Scaling Businesses (2025), plus a spot on Time & Statista's America's Best Midsize Companies list for 2025. Clients named include Republic Capital Group, Liberty Bank and Trust, Cyberdyme, and Evolve.

Insperity Features
Full-Service PEO Through Co-Employment
HR360 runs on co-employment. Insperity becomes employer of record for payroll, tax, workers' compensation, alongside benefits sponsorship. It also has a set of other employer responsibilities, while the client keeps control over daily operations and management calls. This kind of structure is what makes it possible to bundle strategic HR guidance, alongside administrative support, and AI-enabled HR technology in one system.
AI-Enabled HR Specialist Support
HR specialists pair their own expertise with an AI-enabled knowledge base to answer client questions faster and with more specificity. The AI isn't standing in for the specialist. In fact, it's backing them up, so the guidance they give is quicker and goes deeper. This approach keeps human review involved when AI-generated information is used to support HR guidance.
HR Compliance Support
Compliance support includes federal and state employment law guidance as well as proactive alerts when regulations change. In addition, it spans unemployment claims administration, workplace behavior training, alongside employee handbook creation and updates. EEO assistance is also included with HR360 and HRScale.
Payroll Management
Payroll, employee records, as well as workforce administration are run via HR Core from one platform. This eradicates the need to use several tools to run HR activities. Tax filings, compensation, and payroll activities stay in that same place, which limits manual entry across different tools.

“Highly recommended!”
Pros
I find it very simple to manage and its interface makes tasks much easier to handle. All of the items I use are neatly organized and easy to reach so people aren't left hunting for information. The platform delivers a smooth experience with everything visible and in one place which makes managing HR tasks simple and efficient. I especially appreciate the payroll module, it's a major asset that manages pay-related processes in a clear, efficient manner. In general the clean, no-frills design significantly improves usability and overall operational performance and I personally see a lot of value in that. I'm highly inclined to recommend it and would rate it a 10 for how simple and well-organized it is.
Cons
I have no complaints.
